DWI Breathaylzer Loop Holes

Leandra's Law was enacted by the New York State Legislature and requires persons convicted of DWI to install a breathalyzer device.  The device would take a breath sample of the operator prior to allowing the vehicle to start.  According to published reports, a large number of drivers are circumventing the court's order with loop holes in the law.
